PROVIDENCE, R.I. (AP) _ Records show the city of Providence has failed to collect more than 85 percent of the environmental fines it has imposed since the start of the 2011-12 fiscal year.

WPRI-TV obtained the data through a public records request.
The station found the Department of Public Works issued more than 1,850 fines for violations such as illegal dumping in the past two years, but collected just $86,000 of the $600,000 in fines.
David Ortiz, a spokesman for Providence Mayor Angel Taveras, says the city works with property owners and may reduced or dismiss fines depending on the circumstances. He says Providence pursues egregious violators in court.
Ortiz also says the city will often clean up problem properties and bill the owners, selling the property if that bill isn't paid.
