(East Providence, RI) -- Cell phone video taken by an East Providence man is being investigated by police. The video on You Tube shows 20-year old Isaiah Serena hitting the breaks and sending an unrestrained child into the back of the passenger seat. Police have learned the child does not belong to Serena, who was arrested on an unrelated charge, but to a friend in Florida. Local authorities have passed along the information to child welfare officials in Florida.
