Pelican Can't Relocate Due To Shutdown

(North Kingstown, RI)  --  The government shutdown isn't just affecting government workers, it's affecting at least one unfortunate, out-of-place bird in Rhode Island.  Specifically, a brown pelican named Bert, who showed up recently in Narragansett and has since been cared for at the Wildlife Rehabilitators Association of Rhode Island in North Kingstown.  Officials there say they can't get the necessary federal permits to move Bert south, and they say Bert is stranded here in the meantime.
